This is my pitch for a
JavaXml QuizCreator. On this page I'll try to outline some of the pros and cons of current open source implementations of quiz creators.
There are a few quiz and flash card apps already available that use Java and XML...
note (need to include pros/cons table in next edit)

Thank you for considering my suggestion of implementing an xml file format for creating quizzes and tests in general.
If there was interest in doing so, xybrix
http://sourceforge.net/projects/xybrix/
would be a very good option for an easy to use java xml template creator for the training materials.
RandyKramer kindly pointed out that
QuizPluginDev is already working in that direction... what concerns me with
WebTest and
QuizPluginDev is the portability of the data that is generated by users.
But at the same time it's becoming clear to me that editing xml in a browser, though doable, is not really viable as yet. Meaning that though users can create test and question materials in Wiki environment their would have to be a secondary parser to take the perl data and transform it to xml.
