Suid -- in the shutdown.scr file I created, try changing "/sbin/shutdown" to "/usr/bin/shutdown".
With respect to logging in as root via telnet, try logging in as an ordinary user and then su'ing to root.
Use visudo to add users to the sudo file (from

)
Try: "sudo shutdown -r now" (from
