Can TWiki do cvs-style merging instead of exclusive locking of changes?

Answer

Nope. But it has been talked about a fair bit and some code progressing in that direction has been developed. See GetRidOfRcs, RcsLite, TWikiWithCVS, and ReadWriteOfflineWiki if you are a programmer. (might not be an inclusive list)
