Question

I want to edit the bar that contains links "EDIT,WYSIWYG, Attach, Printable" and the long bottom bar as well....most probably their must be topics available....well iam not sure...anybody plz tell me where should i go to edit these bars.

TWiki plugins: DefaultPlugin, EmptyPlugin, InterwikiPlugin
Server OS: Linux
Web server: Apache
Perl version: 5
Client OS: Windows Server 20003
