SID-00245: Edit Preference - Not WYSIWYG

How do we force "Edit" to use the previously standard "raw" behaviour. Is there a site-wide / configure option?

   * Set TINYMCEPLUGIN_DISABLE = 1

appears to work for the Edit button and ctl-E/alt-E key sequence. But it doesn't affect creation of new pages.

Also, it disables the plugin entirely. I don't want to disable the plugin. I want "raw edit" by default.

We need a global switch to set "Raw Edit is default; WYSI is a choice3". Is there one?
