SID-00747: Default users do not get a "Under construction" message

Hi, in my twiki default users get prompted for password when trying to access a topic that has not been created yet. I.e. there is a link to topic "B" from another wiki page "A" that does not link to any initialized topic "B". If user is allowed to make change he/she will access directly the editor when clicking on the link for "B" but default users get prompted for password. Is it possible to make it so that new topic created through a link get initialized by default with e.g. "under construction" or "broken link" text message ? I searched the documentation but could not find this feature. Thanks
