Question

When i click on the save button (or create new topics button) web browser wait without the completion. no errors in twiki or apache(debug level) logs.

There is some hidden problem, on the server also exist twiki Cairo version, without problems...

..new topics are not created but leases are always created.

It sounds like a problem with your apache configuration, but I'm only guessing.
