TWiki development

• Changes/extensions to TocPlugin to facilitate making books, and also having the book source be easily navigable online. Patches are attached to this topic.
• Changes include:
  • Changing references to Attrs to be TocPlugin::Attrs to avoid name clashes
  • Making %CONTENTS% and %TOCCHECK% usable in topics not included in WebOrder
  • Added pseudo-topic WebPrint which expands all sections in WebOrder into a single return
    • Expands variables in the context of the individual topics, not in the WebOrder or WebPrint context
