ActiveState is a company that receives money from Microsoft to do very nice ports of Perl (ActivePerl), Python and Tcl/Tk to Win32.
The Perl and Python distributions are very nicely packaged. Perl's packages are type PPM
They also sell value added in the form of Perl IDEs, Perl integration with IIS (beyond simple CGI), and Perl developer's toolkits.
