The installation instructions should be changed so that testenv is not recommended until after those configuration files have been changed. As there's no need for RCS unlocking to occur until after the configuation has been updated, so I suggest changing the order of the instructions so the RCS locking (and the suggestion of using testenv) occurs later in the instructions.

It is fixed but the reordering needs some review (some smaller steps are now out of order). I leave this request open until fixed.
