This is spec, you can use HTML in TWiki, that means you need to escape angle brackets if you want to use them literally. TWiki already escapes lonely angle brackets (e.g. those that are followed by whitespace).

I enhanced the rule to escape any sequence of angle brackets with two or more consecutive brackets. Test:

In TWikiAlphaRelease and TWiki.org.
