New EditTopic?

The ChildTopicTemplatePlugin provides a means to dictate the template used for child topics.

Often though, you cannot dictate the workflow that leads a user to generate a topic, so putting ?topictemplate= becomes useless.

I'd like there to be a mechanism to automatically select a template based on the name. Hence *Appraisal topics could be associated with the AppraisalTemplate, *Dev topics with a DevTemplate, *Bug with a BugTemplate

This would help WebCoherency? by making topics more likely to conform to TopicNamingStandards.
