I am new to Twiki and would like ot know that do i have to purchase it first in order to work on it or for any tweeking (Chnage skin)? or creating login is enough?

TWiki is open source. If you have the skills you can download the software and install on your own server. See also WhatTWikiDotOrgIsNot.

If you want to get started quickly you can get a hosting solution from Twiki inc. You can hire a consultant to create/tweak a skin.
