Documentation Proposal: Windows Install Cookbook

This cookbook covers installing TWiki on Windows using Apache and Cygwin - since these are unfamiliar environments to many Windows users, I have consciously tried to add a lot more detail, particularly exact pathnames and commands to type, than the Unix-oriented TWikiInstallationGuide. However, the latter includes some tasks that need to be done after completing this cookbook, so be sure to read that once you are done.
