Refactoring Proposal: Setting Local Lib Path

Motivation

Following on from SettingLibPath:

The proposal on the table is to make setlib.cfg work so that a local installer can provide a "local" version without overwriting the distributed setlib.cfg.

This has been implemented in the DEVELOP branch, checking for the name "LocalLib.cfg" in the bin directory. If it doesn't exist, the current default behaviour applies. if it does exist, then it is used.

This significantly simplifies setup, especially for developers, and is entirely optional for end users.
