Add decodeFormatTokens to TWiki::Func

Plugin authors have already been creating their own variants; unsurprising if the standard isn't exported.

This is a no-brainer.

No-brainer, yes. The only question is the name of the function. There are HTML entity escapes ( ), URL escapes (%AB), etc. What is a good name that conveys a TWiki specific token escape in parameters of TWiki variables?
